Hot gas bypass valve

Hello,
I have a 61 60S with a hot gas bypass on the a/c. Both the low side and high side of the gauges fluctuate about 10-20 psi. The air does not get cold. How can you tell if the hot gas valve is bad?

Hello,
Thanks for the reply. i believe at some point someone disassembled the hot gas valve and lost a plunger and adjusting washers, rendering it useless. I also believe in the past it was 134 converted, as I found a loose converter fitting on the chassis. I need to find a bypass valve to get the missing parts.
