1951 fuel / vacuum pump. No vacuum

I have had no vacuum from my fuel / vac pump since I ( recently ) bought the car. year- 1951, ALL stock. I also had slight fuel seepage, so I ordered up a rebuild kit and rebuilt it today. STILL have no vacuum at all coming out of the pump. Hmmm, any suggestions? I'll tear into it again this weekend and am sure I'll figure it out, but any suggestions????? on where to look first. The motor just received a fresh rebuild and has strong vacuum going to the pump.
