Good evening,

My father in-law has a 1938 60s that he is trying to remove the front seat, but he cannot figure out how to access the bolts that mount it to the body. Is the front cushion removable?

If it's like my '41, you just lift the front of the bottom cushion and it comes right out.  You can then access the bolts.

Seat construction totally changed between 40 and 41. No removable cushion in a 40-60S.  Can't confirm it for sure but I think 38-60S is the same as 40.  Remove the skirt that is on the side.  There are 6 or 7 screws holding it on.  You then have access to the bolts that hold the seat adjustment mechanism to the floor.  Picture shows the skirt.  If you 38 looks like this I think we can assume the construction is the same as 40.
