1958 vacuum tank question

Is the 1958 vacuum tank supposed to be full of oil I can't tell what kind of oil it is it doesn't look like regular engine oil but there was probably 3 quarts in it

It’s a backup vacuum reserve for the power brake to give you 3 additional stops should the engine stall.

The only vacuum tank that I can think of on a '58 is the Treadlevac brake booster. And if that has oil in it you have got a major deal problem.  The wiper setup is driven off manifold vac and a vac pump that rides piggy back on the bottom of the oil pump. No vac tank associated with that. There is another tank on '58s factory equipped with air ride, but that is a pressure tank and also shouldn't have oil in it.
What tank are you trying to describe??

its the treadle vac probably for old brakes but thats one the list to get rebuilt anyways

 There is an auxiliary vacuum tank adjacent to the treddle-vac under the left fender
