Is this normal? Found in a '69 convertible of a friend.

I owned three of those cars and, in those days, looked at dozens in junkyards. That is the first one of those I have seen with a name on it.

It looks raised, so maybe a subcontractor stamped their parts.  Very common in military firearms for the subcontractor to stamp their parts with an mfr id and part / drawing #.

The Cruise Control power units have Perfect Circle decals on them so this is not far fetched.

I found it on my 68 ELDO.  It doesn't look stamped as deep as the one above.
