1980 Cadillac eldorado european car dealer

Hi,guys,

I working on my 80 Eldo,is an export version,vas bought new in Germany,the car have all european features,odometer with km/h scale,yellow blinker.

On the dashboard the is an aluminum plage with "Hugo" engraved,just for my curiosity,someone have more info about it'

Just an ordinary decoration. No Cadillac or dealer significance at all.
Just some guy names Hugo that  liked to see his name on a nameplate.
