1973 Eldorado Blower Motor Relays

My 1973 Eldorado has two blower motor relays that I want to replace. Are they both exactly the same? Because one catalogue I have lists an "upper" and a "lower" relay, the upper being $20 more. Other places just list a blower motor relay.

The "upper " relay is the"auto relay" and the lower relay is the "low relay".  The auto relay sees substantially more current feeding the blower motor through the range of speeds while the low relay just "sees" low speed current.
They are both NO/SPST and the ones listed as "blower relay" seem to have a 25amp ratiing which is more than the 15 amp fuse in the blower motor circuit.
At one time there were two separate Delco numbers for the different relays but I believe it has been a long time since they were replaced by a single part number.
