1940 Lasalle 50 Ser. Side deflector apron

Hi  Does anyone know how the Side deflector apron or valance rubber shall be mounted ?
See attached picture.
Should it also be a thin rubber on the upper side ?

I'm very grateful for all the help.

I would presume it's the same as on my 1939. Here is a diagram of how it goes on, at least it did on my car. There are a series of small holes along the underside edge of the rocker panel. Those are where the sheet metal screws attach the rubber to the body. Narrow edge to the body, wider edge hangs down.

I ended up using a rubber skirt designed for the bottom of garage doors for mine. Paid about $8 for it at a home improvement store. Not exact and I had to trim it slightly, but pretty darn close to what Steele sells for a fraction of the cost.
