(1) I'm wondering who "Eldorado George" is.  I'm not sure I want to know.
(2) To the initial question, possibly somebody looking to bamboozle the government on a title for tax or emissions purposes (e.g. if a '76 requires testing but a '71 doesn't, how many guys at the DMV are gonna know the difference if you've got a gap in the title you can point to?) or to dodge seatbelt laws (where I think 1967 or 1968 would be the relevant year) or something similar.  Basically, I can't really see a legitimate purpose for this.

I don't know who this ebay seller is but on practically every item he has for sale, the decimal point in the price has been erroneously located at least one place to the right. Who buys these parts at those prices?

Eldo George is a wonderful chap who just thinks everything he has is worth 10-100x more than it really is and likes to price even the shipping at 5-10x the actual cost.

He has a lot of stuff, but he'll likely still have it all when he departs this world.

He's not far from Mark (highwayman68) and I, but I haven't gone to visit yet.  I don't have an ElDorado, but may things are still the same on it and the RWDs.

All of that guys stuff is massively overpriced. He seems to do some fairly decent restoration work on various parts but I would really hate to see what he charges to refresh some of the stuff he posts on youtube.

Last I looked AG Backeast will make a new trim tag for about that.  Been a while though, prices may be much more.  A good source though.
