1970 horn pad - why does it do this?

My '70 horn pad is somewhat similar, (rippled, bumpy) though not as bad.  Why does that happen?  Repairable?  Or replace with good used?

By the look of the rest of the steering wheel, it looks like the wheel has been left in the tilting position for lots of time, and the Sun has caused the damage.

  If I didn't know better,  I'd say it looks like a vinyl top with a bad rust issue.
  As suggested,  probably need to find a decent one.
