This is the one I made for the same job.

The secret of the long bolt in the centre is to lock the telescoping upper shaft and the nut then presses down on the metal "U" bent bit.

Auto Zone has those are part of their tool loaner program. $20 deposit and they'll loan you the tool.  Bring it back, get yer $20 back.  I think it's called a steering wheel lock plate removal tool.
