Built on a Cadillac commercial chassis by Eureka Coach Co.  Google Eureka Coach Co. for more.  From the rear wheels, it looks like someone is street rodding it.
BTW that is not a 1940, '47 maybe or thereabouts.

I thought it was something that harnessed all the vacuum lines into a super duper vacuum cleaner.  :P

Restoring it would be like a Vacuum Cleaner, sucking up all that money to rebuild it.

Looks like a lot of stuff missing that would be both expensive and sort of difficult to find--- even in "driver quality".

Yet with that said, probably would be worth more as a custom than restored.  And in this case I'd be OK with that (not that what I think matters  ;)).  Pretty cool looking car but it will have that monstrous wheelbase of 165".  Not a easy park and will need a huge garage!

And of course you better love the car because as others here have said, it will take a ton of $$ to make it nice, not even perfect, just nice.

If it was close to me I'd go look at it. ;D
