Gas line leek

 I have a small leek in my gasline just about where the passengers feet would be. Can I cut the line with a pipe cutter and stick a rubber hose in with 2 clamps>

In one word, Yes.

There is no pressure in this area, just make sure that you use good clamps, and a Neoprene hose, as a rubber one will gradually disintegrate from the petrol eating away at it.

That's a common issue when you live in the
"rust belt" where salt is used on the roads.
Normally the first spots to rust through those
steel lines is where they are clamped to the
frame or body.

Bruce is correct, a gasoline proof type hose
and a couple clamps will work.  I did this
on my drivers many years ago.  While you're
under the car you should check the line for
other areas that look "wet".

One matter I forgot to mention is that if the car is a Fuel Injected type, there will be a fuel pump in the tank, and therefore this would require half flaring the ends of the pipe you cut, so that the pressure doesn't pop the hose off.
