I don't believe there is any such thing as a "Fleetwood flower car," and there is no indication in terms of trim that this is in fact a Fleetwood.  Some people see the "Interior by Fleetwood" tag and assume that makes it a Fleetwood. I'm no professional car expert, but I've seen quite a few of them over the years, and do not recall seeing any of this vintage with power windows.  Pro cars were usually pretty low option cars, often with no radio or a/c.

Thats no Flower car. It is a chopped hearse or ambulance. The back end would have been much more elegant. The back door is just cut off at the pillars, dead giveaway.

No, this is built on the commercial chassis.   Those did not come with an interior other than the dashboard and steering column.   The coachbuilder made everything else inside.  Most buyers didn't want power windows in an ambulance or Funeral car.  It wasn't until the seventies that you started seeing them being ordered better equipped.
