The 1969 cruise control (Except Eldorados) is all electrical-mechanical; there is no vacuum operation.  You need to get a 1969 Cadillac shop manual if you don't already have one. There is a section on the cruise control contained in the shop manual.

^^ Not so sure. The 1969 ElDorado was different than 1968 because it was the first year of the vacuum controlled transducer, but the main engine compartment parts of the 1969 RWD models were the same as 1968.  The dash control is different. It is smaller and in in the dash in 1969 instead of up on the far left side of the dash in 1968, but it functioned the same.

The main unit under the hood is the same from 1967-69 for the electric cruise unit. The linkages from the unit to the carburetor are different.
