It is probably your vacuum source in dash, which may release the e-brake.  Could be cruise brake switch?  Anyway - please post year and model.  Then you can really get some help on this forum.

I would be looking up under the dash at the steering column and seeing if there is two hoses attached to the NSS.

One feeds vacuum to the switch, and the other, connects the switch to the Vacuum Diaphragm at the Park Brake.

If the suction is the all the time, then it is the engine to switch hose, and if only heard when in gear, then it is off at the Diaphragm.

To all who cannot see the video, it will not much, it will verify what the poster wrote is true.  It is likely the vacuum power source for an accessory, like trunk release, power door locks, or etc.

Are there any options that do not work that did before the leak?  This old of a hose may have just lost some spring in the rubber, and fallen off.  Cut off about 1/4 inch off the end that is loose and look for the connector it fell off of and re-attach it.

When the gear lever is in park, and Neutral I think, the vacuum is stopped from going anywhere, but in Reverse and any of the Drive positions, the port is opened, and the vacuum continues to the Parking Brake Disengagement Diaphragm.

This then releases the parking brake pawl, releasing the parking brake automatically.   It started in the 1960 models, and continued on ever since.

Until sometime after 2000, when Cadillac deleted it off all their models.

I wonder why it was discontinued, but with these modern electrically operated vehicles, it would be a simple matter to include it in the electronics.

Yes, it annoyed me as well. That and the pop up trunk on the sedans. There is an electric release, but then you have to lift up the not inconsiderable heft of the trunk.

Well, at least my 1996 Fleetwood still has both!

I love the "Pop-up" trunk on my '72 Eldorado.   Boy, it really goes up, and it surprises many people when they see it working.

Now if only I could get it to work the other way.

Well, if there is a malfunction of the gear selector and it pops into gear, it will also release the only thing keeping the car stationary…the parking brake.

This was a common problem on Brand F back in the day.

I haven’t tried the electronic PB release with the shift selector on my SRX, but I can try it and advise. Not sure how the lawyers designed that.

What size is the hose?  Is it a small (1/4") diameter or a larger, close to a 1/2" or larger? 

If it's the larger one, it may have come off of the vacuum accumulator tank in/on the inner fender.
