1962 Wheel Rims w/removable clips

Heres a question that has my restoration guy stumped.  I have a very original 62 convertible that I aquired from the original owner.  It has the 4 matching beige rims.  Two of the rims have removable clips that squeeze into the slotted area in the rims.  Does anyone know what these are for???

ARCHIE, IN THE 1960 TIME FRAME I WAS TOLD THOSE CLIPS WERE USED TO KEEP SMALL STONES FROM GETTING INTO THE WHEEL COVERS THRU THE SLOTS IN THE RIMS.
