Left front parking light works but wont light or blink when left turn signal is activated.  The left turn signal arrow on instrument panel also doesnt work.  Right side ok.  Where to start?  Does instrument cluster have to be removed to solve or is there another fix?

Jay,

Start with cleaning all the grounds at the parking lamp electrical connections and see if that fixes the problem, clean out the bulb sockets too while you are at it.

My 90 Chevy Van had the same symptoms and that was the cure.

You are probably not making contact on the printed circuit board on the instrument cluster. It takes tme and patience (and a service manual) but the cluster will come out. Be carefol at the wiring connections, you could break the end off the small circuit board. Do not take short cuts to take the cluster out. And then again it could be a burned out bulb(cluster still has to cme out0
