1960 Convertible roof problem

When I lower the roof the top fabric gets pinched between the side rail and the chrome arm that attaches to this rail. Im not sure how to fix this problem but it seems the factory design runs this smaller chrome arm very close to the main front side rail. When the roof folds down it acts like a pair of scissors and catches the roof fabric. How do I fix this?
