!981 MAP & BARO Sensors

With ignition on and Engine off both sensors read 99kpa.
When running Map reads 43kpa, BARO 99kpa.
Sets trouble codes 31 and 35, low power engine stalls.
With MAP and BARO both linked to manifold vacuum both read 43kpa no trouble codes but engine slugish over fuelling and occasional surging.
Earth is good.

Possibilities range from a bad MAP, a short or faulty ECM or faulty ECM connector.  This would apply to both codes.  The AC Delco parts for the MAP and BARO are the same and are available.  Rebuilt ECMs are available, too.  Do you have the diagnostic trees for Codes 31 and 35?
