38 Cadillac Engine - Timing

Engine (which was never running)is rebuilt and back in car. Replaced distributor but cant get engine to start, pop, or backfire. Lined up timing mark on front pulley with what I thought(holding my thumb over spark plug hole) was top dead center on #1 piston. Lined up rotor with wire coming from distributor has #1, then completed the firing order #8 next, etc. No luck.  I did a 180 degree change, and changed all wires accordingly and still no luck.  How do I get the distributor in the correct place?  Thanks in advance.  Joe
