The emergency brake pedal is stuck on the lock position and I can't get it to release. I pedal should release when pushed down, but it wont release. Is there a way to release it? ???

I dont know about the 84 eldo but all the other cads I have owned have a vacuum operated parking brake release when you move the shifter.  In the 70's cars the valve is in the park/neutral swithch at the bottom of the steering colulmn.  They all also have a manual release lever if you reach/look up behind the dash above the pedal you should see a small lever hooked to the vacuum motor you can push or push on to release the brake.  If you know where the manual lever is you can usually reach it while sitting in the seat you just cant see it.

TJH is right, do you have an Owner's Manual for the car?  That'll tell you how to do it.  There absolutely must be a way to easily release the e.brake if the automatic feature should fail.
