67 splash guards, apron

Hi all, final touches, almost ready to cruise with my 67 deville, after 27 years hybernation. But puzzling with thefront wheel spash shield. Bought a set with  RTRW. In the attached picture a layout of the 4 parts as they fit in the holes ofthe fender. But are they all attached on the fender from the side of the wheel or are they to be installed  from the engine bay? Or is it a mix?

I strongly believe wheel side :) 1965/66 they goes like that.
