voltage regulator harness

I try to start my 1962 series 60 and the black wire(grd) from the voltage regulator to  the small can on the side of the generator started smoking(completly melted). Is that a bad voltage regulator. As  you can see i am mechanically challenged and haven't found a local Mechanic yet

Many years ago that happened to me on a 1962 Ford Fairlane. To cut the story short it turned out to be a poor intermittent ground. I hope that helps.

That little "can" is a capacitor or "condenser" in old speak.
They fail when the internals heat up and burn.   Needs replaced.
 
The cutoffs(going from memory - dangerous for old guy) should be around 16.5 VDC high and 11.5 low, so you can check them with a volt meter or take to a auto electric shop.   Some of the parts stores can test your charging system, but a lot of the modern clerks never saw a generator or VR, so choose carefully.
You can just put in a new VR, too, but be sure to polarize it before start up.

I install a voltmeter in my old gen/VR cars so I can monitor what's going on, the idiot lights, charge/discharge meters don't tell you much.
