The fact of the engine compartment having been resprayed (incorrectly at that) significantly cuts into the car's qualification for Past President's Preservation, IMHO. Also there are a number of areas of older refinishing work that has since deteriorated along with significant wear/deterioration of the interior. There's also a rust hole in the shape of a slot along the top inside of the left front fender.  However, much weight is given to age with respect to visual defects etc and what's acceptable for a given model year is at the discretion of the past presidents.
