My '67 Eldo has the "K" but no "1" or "I" and it has the full stereo setup as well as air conditioning. It is a California car.

So far only cars equipped with air "K" have "1" or "I". (Probably 1)In 50s they had "K" and "K2" depending on A/C style.My submission is something A/C related unless a "1"/"I" tag w/o "K" is found.
BINGO! You got it. Since all the groups included climate control, if you didn't want A/C you would not select a group number. So a non A/C tag would not have a K or number in 67.
But why would there be tags with "K1"?
Or why wouldn't there be a "1" on my tag?
Guys. It's for the optional axle ratio on a/c cars. I'll see if I can remember where I found that when I get back to my office computer in the morning.
Here you go. 1965 and 1966 used code 1. The data book for 67 shows it as code R which was also used for recliners with headrest. To save confusion, it was likely revised back to 1 to distinguish between recliner and 3.21 rear axle after printing.
